Purpose and legal framework
The Act updates 18 U.S.C. §§ 2258A and 2258B, the federal framework through which covered providers report apparent online child sexual exploitation to NCMEC.
A CyberTipline report is not itself a finding of guilt. NCMEC reviews reports and makes qualifying information available to the appropriate law-enforcement agencies.

Key definitions
Provider
An electronic communication service or remote computing service provider subject to the reporting provisions of 18 U.S.C. § 2258A.
Apparent violation
Facts or circumstances giving a covered provider actual knowledge of an apparent qualifying federal child-exploitation offense.
